(A) There is hereby created the position of Superintendent of the Culinary Water System.
(B) The Superintendent of the system shall manage and supervise the system pursuant to the provisions of this code and pursuant to resolutions, rules, and regulations adopted by the Town Council from time to time prescribing his or her powers and duties and directing the manner and frequency with which he or she shall make reports to the Mayor relating to the water system. All of the functions and activities of the Superintendent shall be carried on under the direction of the Mayor.
