(A) Proposals are typically requested for goods or services that are highly technical or complex in nature. Examples include but are not limited to the following: professional services, legal services, architectural services, engineering services. The use of proposals shall be determined by the purchasing agent. The ranking of proposals shall be performed by the purchasing agent and/or City Council. Rankings shall be based on whose proposal is the most advantageous to the city. Price does not need to be an evaluation factor in the determination of acceptability of the proposal; however, evaluation factors should be stated in the request for proposals.
(B) Prior to soliciting proposals, and at the discretion of the purchasing agent, a request for qualifications may be requested from prospective bidders.
