(A) All department managers shall submit to the purchasing agent requisitions for supplies, materials, equipment and contractual services required for departmental operations within the limits of funds appropriated therefor. The purchasing agent may require department managers to justify the quantity or quality of supplies, materials, equipment and contractual services requisitioned.
(B) All department heads shall file with the City Administrator estimates of their requirements for supplies, materials, equipment and contractual services in the form, at the time and for the future periods as the City Administrator shall prescribe.
