The Department of Public Works shall consist of a Director and other personnel as from time to time may be deemed necessary to ensure a water supply system for domestic and fire suppression purposes, provide for the collection and removal of household refuse, the maintenance of storm water structures, streets and sidewalks of the city and all other functions as assigned by City Council from time to time, within the city.
