The Mayor, the City Administrator and the Chief of the Fire Department are to be appointed trustees of the Firefighter's Insurance and Inspection Fund, and they shall have control thereof and direct its disbursement under the rules and regulations as may be adopted by them in accordance with state law. All trustees shall serve without compensation.
