§ 33.028 AUTHORITY OF CHIEF OF POLICE OVER DEPARTMENT; GENERALLY.
   Subject to pertinent laws and regulations, the Chief of Police shall have authority over all units of the city Police Department and over all of its members and employees. The Chief of Police may also promulgate to the Department the orders or instructions, written or oral, which are not inconsistent with state laws or municipal ordinances.
