All property acquired by the Administration Department and issued to any personnel of the Department shall remain the property of the city, and shall be returned to the city whenever its return is requested by the Director or the City Administrator. It shall be unlawful to refuse to return the property when duly requested. Refusal to return the property when duly requested shall be deemed a misdemeanor punishable as provided in § 10.99 upon conviction.
