§ 31.082 FORM.

   Every proposed ordinance shall be in writing and in the form required for final adoption which shall include:

   (A)   A title briefly describing the content;

   (B)   Findings, reasons or basis for the ordinance, if desired and appropriate;

   (C)   An enacting clause;

   (D)   Citation of any ordinance repealed;

   (E)   The provisions of the ordinance, which may include code section numbers if the ordinance is to be codified or amends an existing codified ordinance;

   (F)   The effective date of the ordinance;

   (G)   The assignment of an ordinance number; and

   (H)   Space for the signatures of the Mayor, members of Council and the City Clerk.
