§ 31.081 PASSAGE OF ORDINANCES; DUTY OF COUNCIL; ENFORCEMENT.
   It shall be the duty of City Council to pass, from time to time, the ordinances as to its judgement shall best promote the interest of the citizens and property holders of the city, and to diligently and actively ensure the enforcement of these and all ordinances of the city.
