The City Council shall act by ordinance in all matters required by law to be done by ordinance, including:
(A) The adoption or amending of an administrative code or the establishment, alteration or abolition of a municipal department, office or agency;
(B) The establishment of a fine or other penalty or the establishment of any rule or regulation in which a fine or other penalty is imposed for violations;
(C) The adoption of budgets or the levy of taxes, except as otherwise provided, with respect to the property tax levied by the adoption of a budget, pursuant to public notice;
(D) The granting, renewal or extension of franchises;
(E) The authorization to borrow money;
(F) The selling, leasing or contracting to sell or lease any lands of the municipality; and
(G) The amending or repealing of any ordinance listed above.
