No person shall print, paint, write, inscribe or affix, or in any other way deface the sidewalks, streets or other public property of the city for advertising or other purposes; provided, nothing herein contained shall be construed to prohibit the Police Department or any other department of the city from marking the sidewalks for the purpose of controlling traffic or for any other city purpose.
