All persons desiring to meet and engage in a business session with the Council shall first submit a written request to the Mayor, requesting an appointment, stating time and place for the meeting and shall stipulate the nature of business to be discussed or transacted, this notice to be given at least ten days prior to the meeting or at a time within the discretion of the Mayor.
