§ 31.074 INTERESTED MEMBER NOT TO VOTE.
   No member of Council or the Mayor shall vote on any question of a private nature, in the event of which the person is personally interested. A member present but disqualified from voting on a question by state law due to a conflict of interest shall not be counted for purpose of a quorum.
