§ 31.073 EXPLANATION OF VOTE; REASONS MAY BE RECORDED.
   (A)   Any member of the Council may, if the member desires, have time in which to explain the member's vote if permitted by a majority of the Council. The member may be allowed not more than five minutes in which to do so.
   (B)   A member may, if the member desires, have the member's reasons for voting for or against any measure recorded in the minutes of the meeting.
