§ 31.072 VOTING; MEMBERS REQUIRED TO VOTE.
   (A)   Council members in attendance by telephonic or other electronic means shall have all rights, including, but not limited to, the right to make motions, second motions, and discuss and vote on all matters under consideration by Council.
   (B)   Roll call voting shall be used when requested by any member, and for any meeting of Council where one or more members of Council are participating electronically. When the question has been stated, the roll shall be called by the Clerk, and after the first response has been made to the call, all debate shall cease and no member shall say more than “yea” or “nay”. During the roll call, no member shall leave the Council chamber and every member present shall, when the member's name is called, give the member's vote unless excused by a majority of members present. Should the vote of all present result in a tie, the question shall be decided in the negative.
