§ 31.070 RECOGNITION OF SPEAKER.
   The presiding officer, when addressed by a member who rises in order, shall name the member using no official title. The member who shall rise first in order, shall be first heard. If several members rise about the same time, the presiding officer shall decide who shall speak first.
