§ 31.066 PRESIDING OFFICER; DUTIES GENERALLY.
   (A)   The Mayor shall be the presiding officer of the Council. In the absence of the Mayor, the Mayor Pro Tem shall preside and in the absence of the Mayor Pro Tem, the Council shall proceed to elect, if a quorum is found to be present, by a majority vote of those present, a Chairperson on the meeting to preside until the Mayor or Mayor Pro Tem appears.
   (B)   The presiding officer shall preserve decorum and shall decide all questions of order, subject to appeal to the Council.
