It shall be unlawful for any person, owner, operator, employee or patron, upon demand of any police officer, to refuse to allow full inspection of the premises of any part thereof which is licensed to sell alcoholic beverages, or refuse to allow full inspection of the stocks or invoices of the licensee, or to hinder or in any way, delay or prevent the inspection.
