§ 31.064 DUTY TO ATTEND; PENALTY FOR FAILURE; ELECTRONIC ATTENDANCE.
   (A)   It shall be the duty of the Council members to attend the regular meetings of the Council and, when notified, to attend all extra or special meetings called by the Mayor. The Mayor or Council member failing or refusing to attend these meetings without sufficient excuse, shall pay the fine as the Council may impose.
   (B)   Council members may attend any regular, special, or emergency meetings of Council by telephonic or other electronic means, and shall be considered present for all purposes, if the meeting has been properly noticed, and all Council members and members of the public can reasonably hear the public proceedings and be heard, if and as applicable. Any number of Council members, including all, may attend telephonically or by other electronic means.
