§ 31.044 POWER TO HOLD IN CONTEMPT; DISRUPTIVE ACTIONS.
   (A)   Any person refusing to obey a subpoena and give the evidence as is required thereunder shall be held in contempt of Council.
   (B)   It shall be unlawful for any person to disturb or interfere with any session or meeting of the Council by any means or any manner, or to use profane, obscene or disrespectful language, gestures or signs, to or in the presence thereof, or to commit any offense which is by the laws of the state, deemed a contempt.
