§ 31.023 SUPPRESSION OF RIOTS AND PRESERVATION OF GOOD ORDER.
   It is the special duty of the Mayor to take prompt measures for the suppression of rows and riots and the preservation of good order in the city, for which purpose the Mayor is authorized to require all the city officers and, if necessary, the citizens, to aid and assist the officer.
