§ 31.022 DEVOLUTION OF POWERS AND DUTIES; GENERALLY.
   It shall be the duty of the Mayor, at the first meeting after the officer's inauguration, to call an election at which one of the Council members may be elected Mayor Pro Tem, whose duty it shall be to act as Mayor in the absence of the Mayor from the city, or when the Mayor may be incapacitated from discharging the duties of the office. In the absence or inability of both the Mayor and Mayor Pro Tem, the duties of the Mayor shall devolve on and be performed by the Council member as the Council shall name.
