§ 31.021 INVESTIGATION OF CITY BOOKS, PAPERS AND RECORDS.
   The Mayor shall have full power to investigate the books, papers and records of the officers of the city, whenever, in the Mayor's opinion, it may be necessary, or appoint others to do so.
