The Mayor shall be the Chief Executive Officer of the city and shall exercise all powers and authority vested in the officer by the ordinances of the city and the laws of the state. In addition to the powers and duties exercised and required by law or ordinance, it shall be the Mayor's duty to be vigilant and active at all times in causing the ordinances and laws of the city to be duly executed and put into force, to inspect the conduct of all subordinate officers in the government or management of their respective offices and, as far as it is in the Mayor's power, to cause all negligence, carelessness and positive violation of duty to be duly prosecuted and punished.
