No fire protection service shall be rendered outside the city by the Fire Department, except under the following conditions:
(A) To protect property within the city threatened by fire from outside the city;
(B) Where human life is in danger;
(C) To provide mutual aid fire protection under the terms of mutual aid agreements entered into by the city; and
(D) Fire protection service calls made outside the city shall be answered only when, in the discretion of the Fire Chief or fire officer in charge, the call will not jeopardize the safety or property of persons within the corporate limits of the city.
