§ 90.11 ADOPTION.
   (A)   Any animal impounded under the provisions of this chapter may, at the end of the legal detention period, have its title transferred to the Humane Society, the SPCA or be adopted by a person deemed to be a responsible and suitable owner, who will agree to comply with the provisions of this chapter. All required fees must be paid at the time of adoption.
   (B)   No un-spayed female pet, which has been impounded by reason of its being a stray, shall be allowed to be adopted from the animal shelter, unless the prospective owner has arranged to have the pet spayed or unless this requirement is waived by the Animal Control Officer.
