(A) It shall be unlawful for any owner or custodian of any animal to permit the same to run-at-large at any time within the city. All animals shall be secured by a leash or lead under the control of a responsible person and obedient to that person's commands when the animal(s) are off or removed from the real or personal property limits of its owner.
(B) No domestic animal shall be permitted to be on school grounds, in a shopping area or similar public place unless on a leash at all times.
(C) The owner shall confine, within a building or secure enclosure, every vicious animal and shall not take the animal out of the building or enclosure unless the animal is securely muzzled and under restraint.
(D) No person shall fail to exercise proper care and control of the person's animals to prevent them from becoming a public nuisance.
(E) Every female pet in heat shall be confined in a building or secure enclosure in such manner that the pet does not create a nuisance by attracting other pets. This shall not be construed so as to prevent contact with other pets for the purpose of planned breeding.
