§ 90.03 MAXIMUM NUMBER OF DOGS AND/OR CATS ALLOWED PER RESIDENCE.
   (A)   A total of three dogs and/or cats may be kept or harbored at any residence without a permit. Up to six dogs and/or cats may be kept or harbored at any residence, provided the owner of the residence obtains a permit from the city for the additional dogs and/or cats over three. The permit fee, for each additional dog and/or cat, shall be $25 annually. A permit, issued pursuant to the provisions of this section, is issued on a conditional basis and may be revoked upon conviction of a public nuisance offense as set out in § 90.05.
   (B)   A person whose conditional permit is revoked shall reduce the number of dogs and/or cats kept or harbored at a residence to no more than three dogs and/or cats, and the person will be denied the right to reapply for a conditional permit for a period of two years from the time of revocation. The Animal Control Officers of the city shall have the authority to revoke a conditional permit as provided in this section, however, any person aggrieved by this provision shall have the right to appeal the revocation to the City Administrator whose decision shall be final.
   (C)   A person cited for having more than three dogs and/or cats that are not permitted will be denied the opportunity to obtain a permit when, in the opinion of the Animal Control Officer, the failure to obtain a permit was willful. Upon such a determination by the Animal Control Officer, the person shall be required to reduce the number of dogs and/or cats kept or harbored to no more than three dogs and/or cats, and the person shall be denied the right to apply for a conditional permit for a period of two years.
