All water service shall be furnished upon a metered basis, except to public fire hydrants and automatic sprinkler systems. The owner shall install an indicator check assembly on all buildings requiring an independent sprinkler system or water line for fire service. A separate and independent meter and water service pipe shall be provided for every building. Each building section, as determined by common occupancy, shall be considered as a separate building for the purpose of water service and use charges. An application agreement must be signed, tap fee and deposit paid before a meter is installed and water turned on. The owner or lessee shall protect the meter from injury and shall be liable for loss of the meter or damage thereto excluding deterioration.
