It shall be unlawful for any person to interfere or tamper with or open, for any purpose whatever, any of the property, appurtenances, mains or fire hydrants of the water system of the city without having first obtained the proper permission to do so from an authorized representative of the city. Upon discovering such a case, the city shall have the right to terminate service without notice.
