(A) No unauthorized person shall uncover, make any connections with or opening into, use, alter or disturb any public water main or appurtenance thereof without first obtaining the proper permit to do so.
(B) It shall be unlawful for any person who has no contract, agreement, license or permission with or from the city for the use of water belonging to or furnished by the city, to withdraw water or cause water to be withdrawn from the water mains or pipes of the city for the person's use or the use of any other person. Upon discovering such a case, the city shall have the right to terminate service without notice.
