No person shall rent or lease a dwelling unit as a short-term rental unit as defined without initially and on a continuing basis:
(A) Obtaining a short-term rental unit permit from the city;
(B) Providing proof of a business license from the city; and
(C) Paying all applicable fees and taxes.
