The City Administrator may determine and declare a bidder to be irresponsible for the reasons cited in the definition thereof in §§ 34.35 and 34.36. If a bidder is determined to be irresponsible, the City Administrator may remove the bidder from the bidder's list and may debar the bidder from bidding for a reasonable period, but not less than one year. The debarred bidder shall be furnished with a statement of the reason for the action.
