No person shall stop or cause to be stopped any train of cars, car or engine across any public street in the city, except for a time to couple or operate cars, but in no case exceeding ten minutes. No person shall cause or permit crossing gates or crossing warning lights to remain in operation in excess of five minutes when no train of cars, car or engine is being operated at the crossing.
