No partition, screen, curtain, or other device shall obstruct the view of any part of any room wherein such liquors are sold, provided, that partitions or panels not higher than 60 inches for enclosing booths may be permitted; and provided further, that such license shall entitle the holder to serve such liquors in any separate room used for banquets or dinner parties at which not less than six persons are present.
