§ 53.05 ORDERING CONNECTIONS.
   The City Council is empowered whenever there is a sanitary sewer in the public highway or public ground upon which any property abuts to cause the owner of the property to connect the property with the sewage system by a sufficient sanitary sewer or storm water sewer or whenever, in its opinion and judgement, the same may be necessary for the preservation of the public health. They shall give notice to the owner specifying a date when the sewer connection or connections must be completed and, if the owner neglects to complete the same within the time specified, the City Council may cause the same to be done and may either recover the whole amount of the expense thereof by an action against the owner in the name of the city before any court having jurisdiction thereof or certify the same to the County Auditor pursuant to M.S. § 444.075, as may be amended from time to time.
