No human excreta or sludge from privies, septic tanks, private sewage systems or other soil absorption systems or other sources shall be placed in or be permitted to be placed in any stream or body of water or any abandoned or deep well or on the surface of the ground, and the effluent from septic tanks and private sewer systems shall not be discharged or permitted to be discharged on the surface of the ground.
