It shall be unlawful for any person, firm, or corporation to dispose of human excreta, other wastes and sewage or to construct, operate or maintain any structure or system for the disposal of any such, or to cause or permit the same to be done on any premises owned, occupied or controlled by any of them, in the village except in conformity with the provisions on this subchapter.
