This chapter shall apply to all lands within the jurisdiction of the city as delineated on the official map of the city, and pursuant to M.S. § 462.357, as may be amended from time to time, to lands located within two miles of the city limits in any direction, but shall not apply to lands which have a natural average slope greater than 10%, and for which the Council will prescribe specific regulations for use thereof and construction thereon.
