(A) It shall be unlawful for any person, other than the city, to construct, install or operate a cable television system in the city in, on, over, under, upon, along or across any street without a franchise properly granted pursuant to the provisions of this chapter.
(B) To the extent allowed under applicable laws, the city reserves the right to permit certain persons to maintain facilities in, on, over, under, upon, along or across any streets without a franchise granted pursuant to this chapter when the facilities are designed solely for internal communications and where no fees or other compensation is charged nor is providing cable service to other persons.
