§ 94.03 DISCOVERY OF PROPERTY.
   When an employee of the city obtains possession of property in or upon any public street, walk, building or from private property upon being called or directed to pick the property up, which property appears to be lost, stolen or abandoned, he or she shall deliver the same to the Chief of Police immediately together with a written statement including the following information:
   (A)   The time and place of the finding; and
   (B)   The name and address of the owner of the property or person believed to be the owner, if known, if not known, a statement to the effect shall be made.
