For the purpose of this chapter, the following definitions shall apply unless the context clearly indicates or requires a different meaning.
DATE ON WHICH PERSONAL PROPERTY COMES INTO THE POSSESSION OF THE CITY. The date upon which the city acquires actual physical possession or exercises dominion and control over the personal property.
PERSONAL PROPERTY. Any personal property stolen and recovered, abandoned, confiscated or otherwise lawfully acquired by the city including, but not limited to, bicycles, automobiles, or parts thereof, or money.
