(A) The permit fee shall be a one-time fee. The permit fee shall include a vehicle permit and operator permit(s). When applying for a permit, the applicant shall be allowed to list eligible vehicle operators on the application. A per vehicle permit fee, fee for the replacement of a lost permit, and a fee to add an operator to the permit shall be established by the City Council and set forth annually. The permit fee shall be non-refundable.
(B) The Clerk-Treasurer or her or his designee of the city shall be the issuing officer for permits under this section.
