The City Council may prohibit the operation of vehicles upon any street, or may impose weight restrictions on vehicles to be operated on the streets whenever the street, by reason of deterioration, rain, snow or other climate conditions, may be seriously damaged or destroyed unless the use of vehicles on the street is prohibited or the permissible weights thereof reduced. Upon the prohibition, the City Council shall cause to be erected and maintained signs plainly indicating the prohibition or restriction at each end of the portion of the street affected. It is unlawful for any person to operate a vehicle on any posted street in violation of the prohibition or restriction.
