§ 70.16 SPEED LIMITS.
   (A)   Residential areas. The City Council may, by resolution, declare any segment of roadway to be a residential roadway if the predominant use of the property adjacent to the roadway is residential in nature. The speed limit in any residential area shall be 25 mph. The City Council shall cause to be erected signs designating the speed limit and the beginning and end of the residential roadway on which the speed limit applies.
   (B)   School zones. The City Council may, by resolution, establish school speed limit zones to preserve safety and prevent accidents. This decision will be based upon an engineering and traffic investigation as prescribed by the Commissioner of Transportation. The speed zone may be established for either a public or private school. The city’s Maintenance Department shall cause signs to be erected at the beginning of the speed limit zones. No person shall drive a vehicle within the zones designated by this division (B) in excess of 20 mph when children are present, going to or leaving school, during opening and closing hours or during school recess periods.
   (C)   Alleyways. The City Council, by resolution, may set the speed limit within any alleyway. Unless otherwise set by the City Council, the speed limit in all alleyways shall be ten mph.
