If the solid waste collection service makes the collection from the alley, the containers shall be placed at the alley line. If the solid waste collection service makes the collection from the street, the containers shall be placed at the curb line. Containers shall not be placed in the public right-of-way prior to 6:00 p.m. the night before collection. All containers shall be removed from the right-of-way before 9:00 p.m. the day of collection.
