Prior to street construction, the city shall determine where new services are required or where existing services are in need of replacement or repair, and shall notify the owner of the property affected that the construction or repair must be done within a specified time. If not made by such time, the city may cause the construction or repair made and assess the cost for the same against the benefitted property.
