§ 50.19 OWNER’S RESPONSIBILITY.
   Utility accounts shall be carried in the name of the property owner. The property owner shall be liable for water, sewer, refuse and recycling services supplied to the property whether the owner is occupying the property or not. Any unpaid charges shall be a lien upon the property and may be assessed as provided under this public works title and state statute.
