(A) The city has the right to enter in and upon private property, including buildings and dwelling houses and easements, in or upon which is installed a municipal utility, or a connection.
(B) The right to enter shall be for all times reasonable under the circumstances, for the purpose of reading utility meters and/or for the purpose of inspection and/or repair of meters or a utility system and for the purpose of connecting or disconnecting service.
