§ 50.01 DEFINITIONS.
   For the purpose of this public works title, the following definitions apply unless the context clearly indicates or requires a different meaning.
   CUSTOMER. Any user of a utility.
   FRANCHISEE. Any private utility company or system to which a franchise has been granted by the city.
   REFUSE. Garbage, household refuse and yard debris.
   SERVICE. Providing a particular utility to a customer.
   SEWER, BUILDING. The extension from the building drain to the public sewer or other place of disposal.
   SEWER, SANITARY. A sewer which carries sewage and to which storm, surface and ground waters are not intentionally admitted.
   SEWER, STORM. A sewer which carries storm and surface waters and drainage, but excludes sewage and industrial wastes, other than unpolluted cooling water.
   SOLID WASTE COLLECTION SERVICE. The city or its designee.
   UTILITY. All utility services, whether public municipally-owned facilities or furnished by private utility companies, except those regulated exclusively by the state or federal government.
   UTILITY, MUNICIPAL. Any municipally-owned utility system.
